Michael Antoine

Senior Advisor

Michael Antoine is a New Orleans native with over 20 years of comprehensive public safety experience in homeland security & emergency preparedness, planning, safety, incident management, search and rescue, hazardous material, training, and liaison support activities. Currently serving as the Director of Public Safety & Emergency Preparedness for HCA Healthcare’s Tulane Health System, Antoine has held numerous positions including Chief of Staff of Public Safety & Homeland Security City of New Orleans, Deputy Director of New Orleans Homeland Security & Emergency Preparedness, Homeland Security Liaison and Fire Captain for New Orleans Fire Department. Antoine has earned several degrees and has extensive training and certifications in Public Safety, Homeland Security and Emergency Management, starting with both a Bachelor and master’s degree double majored in Homeland Security & Emergency Preparedness and Public Health from Tulane University, New Orleans, Louisiana and currently working on a PhD in Urban Planning at the University of New Orleans (UNO) . In addition, he is a graduate of FEMA’s Emergency Management Institute National Emergency Management Executive Academy, the Naval Post Graduate School Executive Leaders Program, and the Harvard Kennedy School of Government Leadership in Crisis program, he is a Certified Emergency Manager in the State of Louisiana, and under commission review for a National Certified Emergency Manager in FY2022. Antoine is also an adjunct instructor at Tulane University in the Homeland Security & Emergency Management Program.
