TAMPA – August 11, 2023 – The Institute for Diversity and Inclusion in Emergency Management (I-DIEM) announced Tamara Doss, Qwantaria Russell, and Lillian Evasew as recipients of the highly-coveted 3rd Annual Lt. General Julius Becton Jr. scholarship. 

Tamara Doss is a Ph.D. Student at Jacksonville State University who plans to improve disaster outcomes through research by helping others understand how emergency managers perceive and define social vulnerability. Qwantaria Russell is Juris Doctor student studying Law at the Southern University Law Center where she aims to improve disaster outcomes for underserved and marginalized populations through legal advocacy, community outreach, pro bono services, and policy advocacy. Lillian Evasew is pursuing her bachelor’s degree in emergency management and planning at Immaculata University where she plans to help create a space for underrepresented populations by giving them an active role in the emergency management process.

“This year marks the first year that all scholarship recipients are women and includes our first J.D. scholarship recipient highlighting the exciting growth of the program” says Chauncia Willis, Chief Executive Officer of I-DIEM. “These recipients reflect the direction we hope to see the field of Emergency Management move towards, and we hope this scholarship is a stepping-stone in their commitment to continuing to serve marginalized communities from the impacts of disasters through research, advocacy, and policy change.””

The Lt. General Julius Becton Jr. Scholarship Program was developed in 2020 in recognition of Lt. General Julius Becton Jr’.s accomplishment as the first minority to serve as FEMA Director from 1985 to 1989. Awarded annually, these recipients represent the legacy of Lt.
