Henry Comas
U.S. Housing and Urban Development (HUD), Regional Disaster / COOP Coordinator
Mr. Comas has held managerial positions at HUD for approximately 21 serving as an agency senior executive level spokesperson providing situational awareness on HUD resources and disaster protocols with elected officials, FEMA, NYS Office of Emergency Management, NYC Office of Emergency Management, including national and state VOAD’s and local COAD’s.
As the HUD Joint Field Office Principal lead, he is responsible for the overall management of HUD’s disaster missions, in Puerto Rico, Florida and North Carolina. He establishes HUD’s overall presence with FEMA, State and local governments supervising a multi-agency coordination, delivering services and support in all phases and functions of multiple mission assignments under FEMA’s National Response Framework – Essential Support Function #6 Mass Care, ESF #15 External Affairs and the National Disaster Recovery Framework Recovery – Housing Recovery Support Functions.
Mr. Comas is also the Sole proprietor of Comas Concepts, Inc. (consultant) advising on all phases of government and business continuity planning. He performs Business Process Analysis (BPA) and Business Impact analysis (BIA) on business continuity planning and training. He develops and implements a variety of table-top, functional, and full-scale exercises designed to test the client’s ability to respond to various situations and hazards.
He holds national and international certifications as an IAEM Certified Emergency Manager (CEM®), New Jersey Certified Emergency Manager (NJEM®), FEMA Master Exercise Practitioner (MEP), FEMA Master of Continuity Practitioner Level II (MCP).
He has participated in some of the nation’s top ranked executive /leadership and emergency management programs; Center for Homeland Defense & Security’s Executive Leaders Program at the Naval Postgraduate School – Cohort 1502, FEMA National Emergency Management Executive Academy – Cohort II, Harvard University John F. Kennedy School of Government Executive Leadership Development Program, Partnership for Public Service Excellence in Government Fellow. He received his BA in Urban Planning from the State University of Buffalo in 1984.
